The scope of Construction Management covers execution of a safety programs,subcontractor supervision, construction hold point quality checks, inspection, resolution of design discrepancies, witness of performance tests, schedule controls, progress status checks, contract closeouts, etc.

The department has site engineers in all disciplines and the support of the resources at the headquarter. GIBSIN performs these functions either for its own projects or as the Owner’s representative. In some cases, GIBSIN supplies engineers to the Client's office who work directly under the management of the Client.

A notable construction management project completed by GIBSIN is the Chiahui Combined-cycle Plant located in Chiayi, Taiwan. This is an investor owned 670 MW gas-fired combined-cycle plant. Ground breaking took place in September, 2002 and commercial operation was achieved 21 months later. On behalf of the Owner, GIBSIN performed construction management duties to oversee the work of the construction contractors. At completion, the plant met the specified performance in output and heat rate and was two months ahead of schedule. Best of all, there was zero accident during construction under GIBSIN's supervision.

GIBSIN also performed various construction management services for Taiwan Power Company’s fossil and hydro power projects, substation and transmission and distribution projects. Other clients include China Steel Corporation, Formosa Petrochemical Corporation, Allied Signal of USA (for its Dimensionally Stable Polyester Plant in Kaiping, China), Dragon Steel Corporation and some IPP Projects.
