GIBSIN's Purchasing and Contracts Department is tasked with supporting the procurement activities. As determined by the Client, GIBSIN could play a leading role or a supporting role in procurement.

The ability to accurately price a proposal in which procurement of materials is involved is key to winning the project. GIBSIN keeps up with the latest cost data on bulk materials. The Company has completed a Localization Program that identifies qualified local suppliers of mechanical and electrical equipment such as pumps, air compressors, cranes, valves, cable, switchgear, transformers, motor control centers, etc. In the process, GIBSIN's engineers visited manufacturing facilities, reviewed their Quality Programs, witnessed and/or reviewed the shop tests and issued evaluation reports.

Equipment delivery is a critical component in the completion schedule of any project. In Taiwan, most public projects are open to international bidding and therefore GIBSIN's Purchasing and Contracts Department is experienced in dealing with international procurement. In this cost competitive and global environment, the winning vendors often outsource their components to different suppliers for best value with less concern to the geographic locations.

For power projects, GIBSIN's engineers have traveled to shops worldwide to witness shop tests and to verify the delivery status. Australia, Canada, Denmark, France, Germany, India, Japan, Korea, Poland, Romania, South Africa, United Kingdom, and United States were some of the destinations covered in the procurement effort. The witness of shop tests, resolution of non-conformance findings and deficiencies, transportation, custom clearance, issues with local laws, etc. are factored into the delivery schedule.

Drafting of contracts and contract modification is another responsibility of the Purchasing and Contracts Department. Legal reviews, insurance requirements, custom clearance, payment schedule and currency used are some of the consideration in contracts. The documents can be written in English or in Chinese as required.
